How many papers does each Chennai institution want before the synopsis?
Read your own regulation before you pick a journal. The five below were current when we checked in September 2026. They differ on almost every point that matters. That’s the list, the count, the timing and your place in the author line.

Two things in the table catch people. At Anna University, only full-length research articles count. Clause 16.2 rules out letters, short notes, short communications and anything that is part of a collection. Papers where a PG student is the corresponding author are ignored too. And clause 16.3 wants the paper visible on the journal’s site with DOI or issue details, so “accepted” is not enough for a synopsis meeting. Why doesn’t Scopus indexing settle the question for an Anna University synopsis?
Because Anna University keeps its own list. The Journal List on the Centre for Research site says it is common to all registered scholars, and newly approved titles are added there by Research Board decisions. The October 2025 circular that amended R2025, for example, added 42 journals, from library science titles to Footwear Science. A journal can be in Scopus and missing from the CFR list. If it is, the paper doesn’t help your synopsis.
Scopus and Web of Science do appear in the same circular, but in a different rule. Clause 7.3 covers supervisor recognition, and the earlier text said UGC-CARE. Now a professor needs one Web of Science or Scopus paper among five. An associate professor needs two, and an assistant professor one among three. That matters to your guide, not to your synopsis.
Journals also leave the list. Take the Journal of Intelligent & Fuzzy Systems. Its publisher had retracted upwards of 450 articles in 2024, and on 27 January 2025 it was removed. Papers accepted before the notice could be used until 31 December 2025. But anything communicated after 20 January 2025 was refused. In October 2025 Global NEST Journal went the same way, with 23 October 2025 as the cut-off for communication. The same January circular covers retraction of a paper you relied on. Your Doctoral Committee can approve related new work. New content, though, means a fresh synopsis meeting and a new thesis. How do Chennai universities treat cloned and predatory journals?
Harshly, and on paper. CFR’s circular of 21 October 2022 on fake journals admits the Centre can’t vouch for every one of the 11,000-plus titles on its list. So the check falls on you. Articles in counterfeit versions of listed journals, it says, will be “summarily rejected” for synopsis, thesis and supervisor recognition. It doesn’t matter how innocently they were submitted. The warning signs it gives are practical. Look for two journals with the same name and ISSN at different web addresses. Watch for invitations by email, WhatsApp or Telegram, heavy processing fees and quick publication with no real review. The circular names Web of Science for confirming which website is genuine.
The University of Madras writes the same caution into its supervisor rules. They bar publications in cloned, predatory or dubious journals, and presentations at predatory or dubious conferences. Its PhD clause still names UGC-CARE, a list the UGC discontinued in 2025 (see our UGC-CARE guide). Are you relying on a CARE-only journal at Madras? Then ask the department in writing how it now reads clause 12.2. Scopus, Web of Science and PubMed journals are named directly and raise no such question.

Do conference papers, patents and your affiliation line count in Chennai?
- Conference work. Madras needs you to present a paper or poster at a conference or seminar, regional level or above, ahead of the thesis. SRMIST asks for two presentations from your own research. Neither lets a conference paper replace the journal paper. At Anna University a proceedings paper usually fails the “full-length article in a regular issue” test.
- Patents. Since 23 October 2025, Anna University treats one granted Indian patent as equal to one publication. The invention has to come from the doctoral work, and the patent has to be granted under the Patents Act, 1970. Industrial design registrations and copyrights do not count. A patent that is only filed does not help.
- Affiliation. Madras makes the university’s name compulsory in the affiliation of papers from its recognised colleges and centres. The M.G.R. Medical University wants each paper to state that it is part of a Ph.D. thesis of that university. Getting this wrong at proof stage is hard to undo, so it goes in the first draft.
- Self-plagiarism. Anna University’s clause 16.2 forbids publishing the same content, or nearly the same, in more than one journal. Splitting one study into two near-identical papers to meet a count is the quickest way to lose both.

FAQ
Questions scholars in Chennai ask
A journal I like is indexed in Scopus yet absent from the CFR list. Will Anna University count my paper?
Not towards the synopsis. Clause 16.2 of R2025 only recognises journals that appear on the CFR website’s list. Choose a journal on both, or ask the Centre for Research in writing, through your supervisor, before you submit.
Does the University of Madras accept a paper that is accepted but not yet published?
Clause 12.2 says the candidate “shall publish” one paper before the synopsis. It does not mention acceptance letters, so plan for the paper to be out, and confirm with your department if you are relying on an acceptance.
Can my supervisor be first author at Anna University?
Yes, with you as second author. That’s the only arrangement clause 16.2 allows besides you being first. SRMIST is stricter and requires you to be first author on both papers.
Can you check whether a journal someone offered me is genuine?

I am at IIT Madras. Do I need Scopus papers at all?
The thesis guidelines ask for one paper in an acceptable refereed journal before the synopsis and do not name an index. More published work can qualify the thesis for Track-1 evaluation, and your department’s expectations for good venues matter more than any single database.
