Which of Tamil Nadu’s three schemes fits your college and community?

The quickest way to sort them is by where you study and who you are.

A scholar in an aided or self-financing college is outside CMRF, but may still qualify for the Adi Dravidar Welfare incentive, which asks only for a recognised institution in Tamil Nadu. A scholar in an Anna University department can try for ARF whatever their community. The ₹25,000 CMRF replaced an older state scheme that paid 120 scholars ₹5,000 a month under G.O. No. 60 of 2009 and G.O. No. 252 of 2018, so if a senior mentions that scheme, it no longer runs.

How do you qualify for the Chief Minister Research Fellowship through TRB?

The Chief Minister announced the fellowship at the Vice-Chancellors’ conference on 30 August 2022, and G.O. (Ms.) No. 53 of 27 February 2023 set it up, with the Teachers Recruitment Board running the qualifying examination. TRB’s notification No. 02/2023 (16 October 2023) is the only CMRF call on its notifications page as of September 2026, so it is the one we describe. It charged no fee and took applications online until 15 November 2023.

Eligibility in the 2023–24 call

• A native of Tamil Nadu, with a postgraduate degree from an institution located in the state. Final-semester PG students could sit the test, subject to passing.
• At least 60% in the PG degree, or 55% for SC, SCA, ST, differently-abled and women candidates.
• A PG degree taken after the usual 10+2+3 or equivalent sequence, from a UGC-recognised institution.

The test

Three hours, 100 marks. Part A has 40 objective questions in one hour on an OMR sheet, with one mark lost for every wrong answer. Part B has six descriptive questions of ten marks each, in two hours; differently-abled candidates get four hours in all. To pass you need 50 out of 100, or 45 for SC, SCA, ST, differently-abled and women candidates, and the merit list follows the test ranking. G.O. No. 53 also records the Director of Collegiate Education’s proposal to shortlist the first 300 candidates for an interview; the 2023–24 notification does not mention one, so check the current call.

Seats were split by subject, ten in each group. On the arts side the groups were Tamil and English literature; history, tourism and geography; political science and public administration; commerce, management and social work; economics; and a mixed group covering media, music, fashion, library science, physical education and psychology. The science groups were mathematics and statistics, physics and electronics, chemistry and biochemistry, the life sciences, computer science and IT, and environmental science, geology and home science. Our view: the negative marking in Part A punishes guessing, so spend your preparation on the descriptive part, where a scholar who can argue a research problem clearly gains the most. The G.O. says plainly that the scheme need not fill all 120 places every year. Awards go only to candidates who clear the threshold and show research aptitude, at the discretion of the Directorate of Collegiate Education.

What happens after a CMRF award: registration, joining and renewal?

The guidelines annexed to G.O. No. 53 read like a contract, and they are strict about time:

• Join within six months of the award letter, and register for the PhD within six months of the award. If you are not registered within a year, the fellowship stops until you are. The guidelines add that no separate entrance test is needed to join the PhD.
• If you are already registered, the fellowship starts from the declaration of the CMRF result; otherwise from the date you join as a research fellow.
• Send a continuation certificate every three months and a progress report every six months. The award runs for two years first; experts then review your work, and the third year is given only if it is satisfactory.
• Fifteen days’ leave a year besides public holidays, and at most one month of academic leave without fellowship over the whole tenure. A change of research place is allowed once, with the monitoring committee’s approval.
• No paid work of any kind. With your guide’s consent you may help the college with tutorials, evaluation or lab work for up to ten hours a week.

The fellowship ends at three years or on thesis submission, whichever comes first, and there is no extension. Payment is by direct benefit transfer, which needs an Aadhaar-seeded bank account.

How does the Adi Dravidar Welfare PhD incentive choose 2,000 scholars?

G.O. (Ms.) No. 72 of 16 September 2024 fixed the incentive at ₹1,00,000 a year for 2,000 Adi Dravidar, Scheduled Tribe and Christian Adi Dravidar scholars from Tamil Nadu doing a full-time PhD at a recognised institution in the state. G.O. (Ms.) No. 24 of 24 February 2025 limits it to the duration your university allows, the year you submit your thesis or five years, whichever is earliest. Part-time scholars are excluded.

The 2025–26 instructions add the conditions: family income up to ₹8 lakh a year, at least 55% in the PG degree, and an age limit of 50 for men and 55 for women. Women, differently-abled and transgender applicants get priority. Anyone studying on a stipend or salary is excluded, and so is a government or college employee, even on leave without pay.

Selection is not first come, first served. Renewals are paid first. The seats left go to fresh first-year applicants in fixed shares: 10% for linguistics, 20% for education, commerce, management, architecture, mass communication and design, 20% for pure science, 40% for applied science, medicine and engineering, and 10% for everything else. Within a crowded subject, scholars at universities ranked by QS, UGC or NIRF come first, and in science, advanced science, medicine and technology get priority; ties go to the older applicant.

• Register on adwphdscholarship.in and fill the form online, as a fresh or a renewal applicant.
• Attach your community certificate, income certificate, PG mark sheets, Aadhaar details and your PhD admission certificate.
• Get the printed form signed by the head of your institution and recommended by the registrar of your university.
• Send it to the Commissioner of Adi Dravidar Welfare, Ezhilagam Annexe, Chepauk, Chennai 600005. For 2025–26 the deadline was 31 January 2026 at 5.45 pm.
• Apply again every year. Only a scholar who received the incentive the previous year counts as a renewal, and renewals are paid before new applicants are considered.

The incentive is ₹1,00,000 a year, roughly ₹8,300 a month, about a third of what CMRF pays. It is also far easier to reach: no test, and a quota of 2,000 against CMRF’s 120.

Does Anna University pay its own full-time scholars?

Yes, and the newest money is larger than the older fellowship. The July 2026 PhD advertisement promised 250 Research Scholarships of ₹40,000 a month for full-time scholars at the four Chennai campuses (CEG, MIT, ACTech and SAP), the constituent colleges and government engineering colleges. It does not name the regional campuses, aided colleges or self-financing research centres, so a scholar at one of those should ask the Centre for Research in writing before counting on it.

The older scheme is the Anna Research Fellowship, introduced by a Centre for Research circular of 2 February 2022, from the July 2022 session: 50 full-time scholars a year in the university departments, 20 in the January session and 30 in July, at ₹31,000 a month plus HRA as per AICTE norms. You need 75% (or a CGPA of 8.0) in both your UG and PG degrees, or a GATE, NET or CAT score from the last five years, and you are selected by a written test and interview.

The strings attached are about output. The circular expects a conference presentation in the second year and one paper in a journal on the Centre for Research’s approved list, and the third year is renewed only on an expert committee’s recommendation after a yearly technical review. A caution: the fellowship details page on the Centre for Research site was empty when we checked in September 2026, so we could not confirm that ARF still runs on the 2022 terms. Ask the Centre for Research before you plan around it.

Is CMRF’s ₹25,000 a month always worth more than the incentive?

You cannot hold both state schemes. CMRF fellows certify that they will accept no other emoluments or stipend, and the Adi Dravidar incentive is refused to anyone already studying on a stipend, which also rules out combining either with a national JRF.

For most Adi Dravidar scholars who clear the TRB test and are placed in a government arts and science college, CMRF is the better money: ₹3,00,000 a year against ₹1,00,000. The incentive is the fallback, and a sound one, for scholars in aided and self-financing colleges and in engineering or medicine, which the CMRF subject list does not cover.
