Anna University, Madras, IIT Madras or a deemed university: whose thesis rules apply to you?

Your degree-awarding body decides the format, not the college where you sit. Plenty of Chennai scholars work in one place and register with another. You might be at an engineering college recognised by Anna University. Or you might be at an ICMR institute whose degrees come from the University of Madras. Start from the regulation of the body whose name will be on the degree certificate.

The contrast between the two big state universities is sharp. Anna University hands you a template and tells you, in a 2015 CFR circular, not to change it. Madras fixes the type size, spacing, paper and binding and then, in clause 13.5, leaves the “style of presentation” to your supervisor and Research Advisory Committee. So at Anna the risk is drifting from the template. At Madras it’s inconsistency. Nobody outside will tell you which margin or citation style to use. The Medical University is the one that fixes chapter headings. Regulation 33.2 lists what the thesis may contain. It runs from Introduction and Aims and Objectives through Results and Analysis, Discussion and Impact of the Study to the Bibliography. It also says the soft copy must not carry irrelevant dedication pages. The referencing rule is unusual too. It’s Vancouver order, not alphabetical. Why does a Chennai thesis need a Tamil abstract, and who checks it?

Both state universities ask for Tamil, in different amounts.

• Anna University. Clause 17.2 of the R2025 regulations asks for one hard copy of the thesis abstract in English and one in Tamil, each about 400 words. The CFR scrutiny checklist asks for both with a title page, and clause 17.4 has you upload them with the soft copy on the CFR website.
• University of Madras. Clause 13.7 of the Research Regulations (March 2023 version) requires a Tamil abstract, capped at ten pages, sitting ahead of the table of contents. Clause 13.4(e) adds a certificate from the Tamil Virtual Academy at Kottur. The Academy vets that abstract and a Tamil and English list of key terms. This follows a Government of Tamil Nadu letter (D.O. No. 8093/K2/2022-1 of 22 June 2022).

We found no Tamil abstract rule in the IIT Madras thesis guidelines, the M.G.R. Medical University regulations or the SRMIST 2023 regulations. Scholars from Kerala, Andhra Pradesh or the north who registered at Anna or Madras are the ones caught out. It usually happens in the last fortnight. A ten-page Tamil abstract is a translation job with a review step at the Academy. So put it in your plan months before submission. And ask your supervisor to confirm that the Tamil version says what the English one says.

How does the IIT Madras thesis-submission-approval meeting work?

IIT Madras adds a step that the state universities do not have. You email the finished thesis to your Doctoral Committee and a sectional observer. The thesis-submission-approval meeting can be held only after seven days have passed. That’s the academic section’s circular of 11 July 2022. You present for about 20 minutes. The Civil Engineering department’s own note caps it at 20 slides.

The circular is direct about what the Committee wants. It wants a thesis that is “more than a mere collation” of your papers. It should be a coherent document that a new researcher in the area could learn from. The Committee members are not proofreaders. If a member would rate the thesis poorly as an examiner, you fix it and hold the meeting again.

The same meeting decides how the thesis is examined:

• Track-1: 70% or more of the thesis already published or accepted, in good venues, with you as first or equally credited author. Two examiners, six weeks, and the viva can follow the first report.
• Track-A: the normal route. Three examiners (two external, one internal), chosen by the Dean (Academic Research) from the approved list, also with six weeks.

The Civil department’s pre-circulation checklist is worth borrowing wherever you study. Equations are typeset, not pasted as images. Figures are legible, with consistent fonts. You get permission for other authors’ figures and list it on the certificate page. Your own papers are not cited in the literature review. Every reference, table and figure is called out in the text. And the thesis is written in the passive voice.

What has to be in place before a Chennai thesis can go in, and where does outside help stop?

Each university puts its gates before the thesis, not after it. Anna University needs a CFR-listed paper before the synopsis, which our Annexure I journals guide explains. It also needs two open seminars. Its CFR FAQ says the synopsis meeting is held offline. Every Committee member is present, and you carry the draft thesis. Madras wants a published paper ahead of the synopsis. Its clause names Scopus, Web of Science, PubMed, SCI and the old UGC-CARE list. A conference paper or poster then has to come before you submit. At SRMIST the bar is two papers with you as first author, in journals on its approved list, along with two conference presentations and an open pre-Ph.D. talk. The M.G.R. Medical University wants two papers, and each has to declare itself as coming from a thesis registered there. The same documents are clear about authorship. Anna University’s bonafide certificate has you declare the thesis and publications your own work. CFR’s circular of 27 January 2025 on penalties for research misconduct names ghostwriting outright. If the scholar is proven guilty, the registration is cancelled. A supervisor or Committee member involved is debarred for five years. At Madras, a degree can be taken back by the Syndicate under clause 14.18 when malpractice surfaces after the award.
