What does VTU’s Q1–Q3 Scopus rule demand from a Bengaluru research centre scholar?
The VTU Ph.D. Regulations 2023 set the older baseline in clause 23PHD 8.1.2. You need at least two papers based on your PhD work, in UGC CARE journals or journals indexed in Scopus, SCI or Web of Science. You show them to the Research Advisory Committee before the pre-submission colloquium. Reprints or acceptance letters will do, with your DOI, ORCID or Google Scholar ID.
The current forms go further. Look at the Certificate of Genuineness of the Publication dated 14 January 2026 and the March 2026 thesis checklist. Here is what they say:
- Does your USN carry a year code of 20 or later? The form writes it as XXX20XXXXX and above. If so, one paper in a Scopus journal ranked Q1, Q2 or Q3 is mandatory.
- Earlier batches may meet the rule with that one quartile paper, or with two papers in UGC CARE, Scopus, SCI or Web of Science journals.
- Your name and your guide’s (and co-guide’s, if you have one) must appear on the published paper. The paper’s content must also be part of the thesis.
- You must produce documentary evidence that the journal was indexed, and in the right quartile, at the time of publication. The form also asks for your Scopus author ID.
- Several people sign the certificate: you, your supervisors, two domain experts, the head of the research centre and the head of the institution. They all accept responsibility for any discrepancy.
The evidence clause is the one that catches people. Quartiles move each year. A journal at the bottom of Q3 when you submit may be Q4 by the time the paper appears. So save a dated PDF of the journal’s Scopus Sources page and quartile on acceptance day, and another on publication day. Clause 23PHD 7.2.10 lets a scholar with four or more papers in IEEE Transactions, Scopus, SCI, WoS or UGC CARE journals ask to submit before the minimum period. That’s one of several grounds it lists.
Why does first authorship matter so much at Bangalore University?
Because the rule counts only papers where you are first. Look at clause 17.10 of the 2024 regulations. When you submit the thesis, you need evidence of at least two articles published as first author. They must be relevant to your research area, in reputed, refereed, peer-reviewed or UGC CARE journals. The alternative is two papers you presented as first author at conferences or seminars. Certificates or reprints are the proof. A paper where your supervisor is first author doesn’t count towards either, however good the journal.
Clause 2.19 defines “refereed/reputed journals”. It means journals that select papers through peer review, journals listed by the UGC, or journals published in Scopus, Web of Science or PubMed. That’s broader than VTU’s wording. It still leaves out anything that skips peer review.
Two points from the university library’s plagiarism policy affect publishing too. Say a paper you publish is found in the 10 to 40% similarity band. The committee may then recommend that you withdraw the manuscript. And your published papers may reappear inside the thesis. If they do, your supervisor issues a Self Plagiarism Exclusion Certificate listing only those papers. You also need a consent letter from the co-authors and the publisher. Plan those letters when the paper is accepted, not the week you submit.
Scholars at Dr. Manmohan Singh Bengaluru City University were admitted in 2026–27 under these Bangalore University regulations too. Does clause 17.10 apply to you in the same way? Check with that university’s Registrar (Evaluation) before you plan around it.

Some detail the table can’t hold:
- CHRIST: clause 12a of the 2022 regulations puts the approval of journals with the Centre for Research. Ask for its approved position before you submit, not after acceptance. The same regulations forbid publishing the thesis in full before the viva. That doesn’t stop papers drawn from it.
- RGUHS: clause 11.2 of the 2021 ordinance needs one of the four papers in an RGUHS journal. That’s the newest version we could open on the university’s site. Budget time for that journal’s own review queue.
- ISEC: rule 19.1 of the Ph.D. Programme Rules accepts acceptance letters as well as published papers. Part C of ISEC’s coursework also expects a paper by the end of coursework. You write it with a faculty member and your supervisor, and send it to a journal.
- IISc: the Student Information Handbook sets no minimum number. It does say that copyright stays with you. Transferring copyright to a publisher doesn’t stop you using the paper’s material in your thesis.
How do you avoid a journal your Bengaluru university will refuse?
The Bengaluru rules put the burden of proof on you. VTU wants evidence of indexing at the time of publication. CHRIST wants a journal its Centre for Research approves. RGUHS has its library verify each paper. A journal that looked fine in a WhatsApp forward will fail all three. There are three usual traps. One is a cloned website copying a real journal’s title and ISSN. Another is a journal already discontinued from Scopus, and the third is a conference volume sold as a journal issue.
Our checks follow the same logic as the university’s. We open each shortlisted journal’s record on Scopus Sources when we propose it. We look again just before you submit. We compare the ISSN and publisher with what the journal’s own website shows, and we note the current year’s quartile. Then we check the journal against your university’s wording. UGC CARE counts for an older VTU batch and for Bangalore University, but not for a VTU scholar who needs Q1 to Q3. Timing is where a Bengaluru scholar gains most from planning. A VTU scholar needs the evidence before the pre-submission colloquium. Peer review takes three to eight months. So the paper should go out at least a year before you hope to hold the colloquium. A Bangalore University scholar needs the papers at thesis submission, which gives a little more room. But only first-author papers count, so settle authorship order with your supervisor before submission. RGUHS scholars have four papers to place, one of them in the university’s own journal. That argues for starting in the second year.

Questions scholars in Bangalore ask
My VTU USN is from 2019. Do I still need a Q1 to Q3 Scopus paper?
Not necessarily. Your USN is outside the 20-and-later series. So the 2026 checklist and the Genuineness Certificate give you three options. You can show one Q1 to Q3 Scopus paper, or two UGC CARE papers, or two papers in Scopus, SCI or Web of Science journals. Check your research centre’s copy of the current form before you choose.
My supervisor is first author on our joint paper. Does it count at Bangalore University?
Not towards clause 17.10. That clause asks for articles published with you as first author. Joint papers are fine and common. Just agree the author order before you submit, and make sure you have two where you’re first.
The journal dropped out of Scopus after my VTU paper was accepted. What now?
VTU’s certificate asks for evidence that the journal was indexed at the time of publication. So what matters is the date your paper appeared, and what you can prove about that date. Keep dated screenshots or PDFs. Did the paper appear after the journal was discontinued? Then it usually won’t be in Scopus. Speak to your research centre before counting it.
Does a conference paper count anywhere in Bengaluru?
At Bangalore University, two conference papers presented as first author are an accepted alternative to journal articles. CHRIST asks for two conference presentations in addition to its two journal papers. VTU’s rule speaks only of journals.
Can I publish chapters of my CHRIST thesis before the viva?
Papers drawn from the thesis are expected. The 2022 regulations need two of them. What they forbid is publishing the whole thesis before the viva-voce without the university’s approval.
