Your own university sets the number of papers you need. In Kolkata, the rules pull in different directions. IIEST Shibpur wants two indexed papers with you as first author. Jadavpur’s engineering faculty wants two Scopus or Web of Science papers written after you registered. The University of Calcutta asks for one, but it defines an indexed journal by the date your paper came out. Presidency wants its paper before the pre-submission seminar. What do you do for a Kolkata scholar’s paper?

We shortlist three to five journals and verify each on Scopus Sources. Someone from your subject reviews your manuscript. How much time should I allow?

Count in weeks for us and months for the journal. The shortlist needs three to five working days. Developing the manuscript takes two to four weeks, and formatting roughly one more. Reviewers at the journal then typically take three to eight months to reach acceptance.

Will you promise acceptance by my submission date?

We can’t. The decision belongs to the editor and the independent reviewers. If someone promises you a Scopus date in advance, send us the journal’s name first and we’ll check it.

Is similarity checked on the manuscript?

Yes. A complete similarity report comes with every revised draft. Read it alongside the journal’s own similarity policy and the ceiling your Kolkata university sets. We never quote a target number.

How are price and revisions fixed?

The scope we send back puts a fixed figure on the work. It also states the revision rounds it covers, all before payment. Changes the journal’s reviewers ask for after submission carry their own quote, which you approve before we begin them.

How many papers does each Kolkata university want before the thesis?

The UGC’s 2022 regulations dropped the national paper requirement. So the figure now comes from your university, and sometimes your department. We built the table from each body’s own rulebook.

Read the “other conditions” column as closely as the numbers. Say you’re at IIEST and your two papers list the supervisor first. You haven’t met the rule. Nor has a Jadavpur engineering scholar whose Scopus paper came from M.Tech. work before registration. Calcutta humanities scholars can be caught out too. Your department may have made Scopus compulsory by a Departmental Committee decision that never appears in the regulations. So ask the department office which resolution applies to you. What proof of publication do Kolkata universities accept, and by when?

Each university wants the paper to exist, in a form it can check, at a set moment:

  • Calcutta. Regulation 11.5(e) of the 2025 Regulations asks for copies of published or accepted papers. The first page must show the journal name, volume, date and author list. Your supervisor certifies that the paper’s content is part of the thesis. The paper has to be in hand at submission, after the pre-submission seminar.
  • Jadavpur. Clause 22(ii) of the Ph.D. Regulation 2024 accepts an acceptance letter or an offprint, plus presentation certificates. The engineering faculty’s submission checklist goes further. It asks for a list of publications, signed by you and your supervisors, which the university puts on its web portal, and it wants signed reprints.
  • Presidency. Under section 8.2 of the Ph.D. Regulation 2023, the evidence goes to the Departmental Ph.D. Committee twice: before the pre-submission seminar and again at submission. You apply for that seminar about six months before submission, so the paper must be accepted earlier than most scholars expect.
  • WBUHS. The 2023 regulations set conditions for submitting the conclusion report or draft thesis, which comes before the Pre-PhD seminar. One of them is “research publication in peer-reviewed indexed journals (at least one, proof of acceptance needed)”. They also say an acknowledgement to WBUHS in the published paper is preferable.
  • IIEST. The Research Progress Evaluation Committee checks the two papers at the pre-submission seminar. Only then does it grant permission to submit (Ordinances, section 20).

Now set those dates against journal timing. Most Scopus journals take three to eight months to move a paper from submission to acceptance. And a rejection sends you to the next journal, which restarts the clock. Are you at Presidency, needing acceptance six months before submission? Then have the paper under review roughly a year before your planned submission date.

How do Kolkata’s rules decide whether a journal counts?

None of the Kolkata rulebooks we read publishes an approved-journal list of its own. They lean on outside indexes, and three details change how you choose.

Calcutta dates the index to publication. Definition 2(i) of the 2025 Regulations counts a journal as indexed if it was “listed in SCOPUS (Elsevier) or Web of Science (Clarivate) databases at the time of publication”. Suppose Scopus drops a journal after your paper appears. It still met the rule when it mattered. If the journal was dropped before your paper came out, it did not, even if it still shows a Scopus logo. So the date to check is the publication date, and that’s why we recheck coverage just before you submit. Our guide to Scopus indexing shows how discontinuation is recorded. The next definition, 2(j), matters to arts and commerce scholars. A “peer-reviewed or refereed journal” is one that follows single- or double-blind review and is “recognised by the University”. Ask your department how that recognition is shown before you rely on a non-indexed title.

Jadavpur still names UGC-CARE. Its 2024 regulation says “preferably in SCOPUS/Web of Science indexed/UGC-CARE journals”. But the UGC decided on 3 October 2024 to stop maintaining the CARE list. It announced this in a public notice of 11 February 2025, and put in its place parameters that institutions apply themselves. Jadavpur hasn’t amended the clause yet. Presidency and WBUHS name no index at all. “Refereed journal” and “peer-reviewed indexed journal” leave room for judgement, and that is where cloned and predatory titles get through. Does a journal promise acceptance within weeks? Does its website differ from the one Scopus links to? Then run the checks in our predatory journal guide before paying any fee. Does authorship order matter, and can a patent or conference paper stand in?

Authorship is where Kolkata’s rules differ most:

  • IIEST is explicit: two papers “with her/him as the first author”. A supervisor-first paper does not count, whatever its index.
  • WBUHS expects publication “with first authorship” (section 10(e)). Oddly, when it counts publications for recognising supervisors, it accepts first, second or corresponding authorship. The stricter rule is the one for scholars.
  • Calcutta and Jadavpur do not fix your position in the author list. But Calcutta does ask to see the author list on the first page. Your supervisor also has to certify that the paper’s content is part of your thesis. So a paper you added little to is hard to use.

Some substitutes are written into the rules. For science, agriculture, engineering and technology, Calcutta accepts one granted patent in place of the indexed paper. You must be the inventor or a co-inventor. IIEST accepts two awarded patents. Jadavpur’s engineering faculty lets one full paper in conference proceedings replace the second journal paper. Presidency and WBUHS ask for conference presentations as well as the paper, not instead of it. The ISI rules set no paper condition at all, though examiners will still expect the work to be publishable. Maybe you’re at one of the city’s institutes but registered with a university.   • Calcutta scholars should find out if their Departmental Committee has raised the minimum. It’s also worth asking if a patent application under way could be granted in time to count.
  • WBUHS scholars should plan for first authorship and the university’s acknowledgement line when the paper is drafted, not after acceptance.

Questions scholars in Kolkata ask

Does a Scopus paper from my M.Tech. count for a Jadavpur engineering PhD?

Not under the engineering faculty’s rule. It asks for papers from the thesis work, published after admission and registration. At the University of Calcutta, a Scopus or Web of Science paper can help an M.Tech. holder at the admission stage, but that’s a different rule.

My journal was removed from Scopus after my paper appeared. Does it count at Calcutta?

Calcutta’s definition asks whether the journal was listed at the time of publication. So a paper published before the removal should meet it. Keep a dated screenshot or record of the journal’s coverage, and confirm with your SRAC.

Can my supervisor be first author on my IIEST papers?

Not on the two papers that qualify you. IIEST’s ordinance needs you to be first author. Your supervisor can appear as a co-author, and other papers can list authors however the work justifies.

Is a UGC-CARE journal still acceptable at Jadavpur?

The 2024 regulation still names UGC-CARE, but the UGC has stopped maintaining the list. Ask your department how it applies the clause now. Where the choice is open, prefer Scopus or Web of Science.

Do you publish the paper for me or take care of the fee?

No. You submit through the journal’s own system as author. If the journal levies an article processing charge, the publisher bills you once the paper is accepted. Our quote never includes it.
