Part-time PhD in India: rules, eligibility and the employer NOC

Who can do a part-time PhD, what the UGC 2022 rules require, and what to ask your employer for.

Yes, you can do a part-time PhD in India while keeping your job: clause 13 of the UGC (Minimum Standards and Procedures for Award of Ph.D. Degree) Regulations, 2022 permits it, provided you meet every other condition of those regulations and your employer gives a No Objection Certificate (NOC). What the regulations do not allow is a PhD by distance or online mode.

Is a part-time PhD allowed under the UGC 2022 regulations?

Yes. Clause 13(1) says PhD programmes “through part-time mode will be permitted, provided all the conditions stipulated in these Regulations are fulfilled.” Read the second half of that sentence carefully. Part-time is not a lighter PhD. The regulations don’t create a separate track with fewer credits, fewer reviews or a shorter thesis. Everything that binds a full-time scholar binds you.

That includes eligibility. Clause 3 applies to every applicant: 55% in a master’s degree (or the equivalent grade), or 75% in a four-year bachelor’s degree, with five marks’ relaxation for EWS, SC, ST, non-creamy-layer OBC and differently-abled candidates, among others. The same admission routes apply too. Nothing in the UGC text asks part-time applicants for work experience.

Universities add their own conditions on top, and this is where part-time admission really differs from place to place. Common additions are a minimum number of years in service, a rule about what kind of employer you work for, and a limit on how far your workplace can be from the university. Some take part-time scholars only in certain departments, or not at all.

The 2022 regulations apply to universities, colleges and deemed universities (clause 1(2)). IITs and other institutes of national importance run PhD admissions under their own senate rules and usually call the working-professional route “external registration”. The city guides at the end of this page show how several of them do it.

What must the employer’s No Objection Certificate say?

Clause 13(2) makes the university responsible for getting the NOC, “through the candidate”, from the appropriate authority where you are employed. In practice that means you ask your employer for it and hand it in with your application. The regulation lists three statements it must contain, and most university formats build on those. Before you submit, check your letter against this list:

  • On the organisation’s letterhead, signed by someone who can actually grant you leave. A head of department, principal, HR head or unit head, with name, designation, seal and date. An email from a colleague is not an NOC.
  • The permission itself: that you are allowed to pursue a PhD on a part-time basis at the named university.
  • Time for research: that your official duties leave you enough time to do the research.
  • Release for coursework: that you will be relieved from duty, if the university requires it, to complete the coursework.
  • Anything your university adds. Many universities print their own NOC format in the application pack. Use that format word for word rather than your employer’s standard letter.
  • A copy for yourself. Some universities ask for a fresh NOC later: Anna University’s FAQ, for example, says industry-based scholars submit the NOC every six months with each progress report.

Ask early. In government departments, aided colleges and large companies, an NOC can take several weeks because it goes up the chain for approval. If your organisation has never issued one before, show HR the clause and the university’s format; a clear request gets a usable letter faster than a vague one.

Think about what happens if you change jobs. Your new employer will need to issue a fresh NOC, and some universities will check whether the new employer still fits their part-time categories. Tell the research section before you move, not after.

How much coursework and attendance does a part-time PhD need?

The coursework rule is the same for everyone. Clause 9(1) sets a minimum of 12 credits, including a research methodology course and the Research and Publication Ethics course UGC notified in 2019. Clause 9(3) sets 55% in coursework, or its grade equivalent, as the bar for continuing. Clause 9(2) also expects every PhD scholar to be trained in teaching, education, pedagogy or writing related to the PhD subject. Our coursework and RPE guide covers the content.

There is one provision that helps working scholars. Under clause 9(1), your Research Advisory Committee can count online courses recognised by UGC toward the credits. Anna University uses this: since its June 2023 amendment, the Doctoral Committee may accept up to four PG-level NPTEL courses, with graded certificates, in place of classroom courses. Your university may or may not do the same, so ask before you plan around it.

After coursework, you still face the committee once a semester with a presentation and a short progress report (clause 10(2)), and you give a pre-submission presentation open to faculty and scholars (clause 11(2)). Attendance is set by your university, not by UGC

The UGC regulations don’t fix an attendance percentage or a residency period for part-time scholars. Universities do, and the range is wide: from coursework attendance only, to a residency of several months. Anna University’s 2022 guidelines for industry candidates joining its university departments are one example. Candidates working within the Chennai Metropolitan Area, or within 50 km of the campus, needed no residency, while those farther away needed six months in residence or until they finished coursework. Clause 13(2)(iii) is written for exactly this: the NOC promises that you will be released from duty for coursework if needed.

Plan for weekday absences. Most coursework, seminars, committee meetings and the viva run in office hours. Expect the heaviest demand during coursework in the first year, then a few days each semester for reviews and seminars.

How is a part-time PhD different from a full-time PhD?

Less than most people expect, on paper. The table puts the national rule beside one university’s practice.

Two differences matter most in real life. The first is time: you are doing the same work in evenings, weekends and leave days, which is why many universities set a longer minimum period for part-time scholars. Anna University’s R2025, for example, sets a minimum of three years part-time against two full-time in engineering and technology, and four against three in science and humanities (clauses 10.2 and 10.3), with six years as the maximum for both. The second is money: each fellowship scheme sets its own eligibility, and Anna University’s regulations, for instance, direct national-fellowship holders and AICTE QIP candidates to the full-time category. Can you switch later? That is a university decision. Anna University allows one change of category, normally only after provisional registration is confirmed, and counts the longer of the two minimum periods. Other universities have their own conditions or don’t allow it.

The degree itself is the same. The UGC 2022 regulations award one PhD, with no separate part-time degree, which is why the mode rarely matters for jobs. If you are doing the PhD for a teaching career, see where a PhD counts for assistant professor jobs.

Can you do a PhD online or by distance learning in India?

No. Clause 13(3) of the 2022 regulations says that no higher education institution, and no research institution of the Central or a State Government, shall run PhD programmes by distance or online mode. The 2016 regulations had the same ban (clause 11.1). This is one of the clearest lines in the whole text.

Don’t confuse two things that are allowed with an online PhD:

  • Some coursework credits online. Clause 9(1) allows UGC-recognised online courses, recommended by your Research Advisory Committee, to count toward the 12 credits.
  • An online viva. Clause 11(5) says the viva-voce “may be conducted online”.

Neither turns the PhD into a distance programme. You are still admitted, supervised and assessed as a regular scholar of the institution. An advert for a “PhD from home” with no coursework and no committee meetings describes something the regulations don’t permit an Indian institution to offer, so check it against clause 13(3) before paying anything.

Can you do a part-time PhD while working in industry?

Yes, where the university admits industry staff, and many do. Expect extra conditions about the employer, because the university wants the research to have a real home and the company to be stable enough to last the programme.

Anna University publishes its conditions, which makes it a useful worked example. Its R2025 regulations list “candidates working in Industrial Units / R&D Departments / National Laboratories / … registered Public or Private Ltd. companies” within Tamil Nadu as part-time external scholars (clause 3). The industry norms on the Centre for Research admission site for the July 2026 session then require that:

  1. the industry is within Tamil Nadu;
  2. it is at least three years old;
  3. it employs 25 or more regular staff;
  4. its turnover is at least ₹5 crore a year over the last three financial years; and
  5. you bring three years’ industrial experience.

The university’s 2022 guidelines for industry candidates show how detailed an NOC can get. Beyond the three UGC statements, the employer also had to confirm that you could attend classes to the university timetable, that you would choose applied research related to the industry, that you could use workplace facilities for the research, and that you would be given leave to use campus facilities if needed. In January 2025 Anna University extended part-time admission of industry candidates to its government colleges, constituent colleges and regional campuses. Settle three things with your employer first

  • Data and confidentiality. If your research uses company data, agree in writing what you may publish and what must be anonymised. Clause 17 of the regulations sends an electronic copy of your thesis to INFLIBNET for Shodhganga before the degree is announced.
  • Intellectual property. If a patent could come out of the work, agree who files it. Some universities accept a granted patent in place of a journal paper, and the rules on who the applicant may be are strict.
  • Your time. Get the leave for coursework, seminars and committee meetings acknowledged by your manager, not just HR.

Questions scholars ask

Does a private-sector job rule out a part-time PhD?

No, as long as the university admits industry employees and your company meets its conditions. The UGC regulations don’t exclude private employers; they only require the NOC. Universities often set conditions on the company, such as Anna University’s rules on location, age, staff strength and turnover.

Is an email from HR enough as a No Objection Certificate?

Usually not. Clause 13(2) asks for a certificate from the appropriate authority in your organisation, and universities normally want it on letterhead, signed and dated, in their own format. Anna University’s 2022 industry guidelines, for example, asked for the NOC on an official letterhead.

Is a part-time PhD valid for an assistant professor job?

The UGC 2022 regulations award the same PhD degree whichever mode you studied in, and they set the same conditions for both. What recruiters ask for is explained in our assistant professor qualification guide.

Can I switch from part-time to full-time, or the other way?

Only if your university allows it. Anna University normally allows one change of category, after provisional registration is confirmed, with the longer of the two minimum durations applying and a fee payable. Ask your research section for its rule before you change jobs or resign.

Do part-time scholars receive fellowships?

Don’t count on one. The UGC regulations say nothing about fellowships for part-time scholars, and each fellowship scheme sets its own terms. Read the scheme’s rules on registration mode before you register.
